it may be a silly question but why it is named as Reception Departure Centre and their tasks are mainly to welcome and to register the new arrivals it has to called something like Reception arrival center. unless I understood the name or the task wrongly.

when the first rescue team arrive and they prepare the OSOCC they will manage it till the end of the mission or they will give the lead to other teams when they arrive? who decide this ? according to what ?
